Palestinian "war crimes"?

"The group Human Rights Watch on Wednesday declared that because the Palestinian rocket attacks on Israel are both indiscriminate and target civilian population centers, they amount to war crimes."

Does this human rights standard apply to British and American bombings of  Nazi Germany that were both "indiscriminate" and "targeted civilian population centers"?

If the Palestinians are copying Allied military doctrine from WWII, how is it that they are accused of war crimes by Human Rights Watch, when the Allies were (and are) celebrated as heroes and liberators? Are there two human rights standards, one for Israeli civilians and another for Germans?

The Israelis commenced their attacks on Gaza July 8, 2014, in the latest chapter in their ongoing war on the Palestinian people, this one named “Operation Protective Edge."
